Dullahan comprises a dual city (known collectively as Dullahan) and is built into a large, long-dormant volcano. Its territories stretch across the mountains and through the fertile valleys that surround it. The jeweled city of Dullahan is known as Chevalier, while those parts that stretch into the volcano's dormant tunnels, caverns, and crevasses is known as Sabre.

The people of Dullahan are proud and insular, forbidding the use of personal magic and turning to advanced scientific research into the practices. Magitech rules the lands, with technology such as high-speed rail across their vast territories and elevators being commonplace. Mages who do come to Dullahan will soon find themselves sundered or used in other ways to further the development of Dullahan's anti-magic war machine, and ostracized by the people around them.

HISTORY


The city of Dullahan was once one, founded by the Emperor Beaumont in a conquest of the lands and a taming of the active volcano in a startling accomplishment of practices. The volcano has not erupted since he conquered it centuries previous, though much else of the city has evolved. After his passing came a bloody civil war as the power vacuum, desperate to be filled, caused war between the people of the lower city and the nobility of the upper city. An accord was made between the upper and lower cities–later dubbed Chevalier and Sabre–and the Beaumont Council was formed in Chevalier. The council is nominally a meritocracy, with only the best and brightest of Dullahan–regardless of background–allowed to be present in one of its nine seats. In practice, there are families within Chevalier who groom their most promising children into seeking a seat on the council, whensoever one opens, to further their family's political and financial interests. As of the current day, only three council members have ever been of Sabre origin, and none are currently on the council.

Magic saw a resurgence during the civil war, and was swiftly quashed by the winning parties, becoming more and more controlled until it became nigh-impossible to be a mage at all. This came with a resurgence in practices, where they were easier to hide, and much easier to justify with such practical benefits. Anti-magic abounds, and talismans and charms are sold in night markets and in high-end jewelry shops to promote good luck, good health, and prevent the harm a mage might cause to either.

In the current year, Dullahan is a bastion of technology, ingenuity, and dedication to the ideals of what man can do when he does not simply rest on his laurels and fall into the vices wrought by wanton usage of magic, or so they claim. The reality of it is a city divided in two, with Chevalier pressing their heel against the people of Sabre, who form the backbone of the labor forces that serve them, and Sabre desperately grasping for power on the council so they may take what power is rightfully theirs.

Dullahan's capital is built in the surrounding mountain of a dormant volcano. Once active, the first and only Emperor constructed magitech devices that have kept this volcano from erupting, and has for several hundreds of years. Surrounding the volcano is a small mountain chain, as well as several million acres of fertile land. Villages and hamlets dot the landscape and the people there live a far more pastoral life than those in the fast-paced city of Dullahan, but with the full support of the military in case of any monster infestation or other excursion, making the wild areas of the region marginally safer than most. While most of the fertile valleys have been converted to farmland, orchards, and vineyards, there are still stretches of yet-untamed wilderness. In the countryside, because of the mountains, cliffs, and canyons, a type of giant goat has been bred for the primary purpose of transportation, and can be found more often than horses.

Dullahan comprises two tiers of city, and a third tier of ruins that have been long-since full of monsters since the end of the civil war. The upper city, known as Chevalier, covers much of the visible, outer reaches of the volcano and some surrounding mountains. Skyscrapers dot the mountains, and walking out of the bottom story of one building may lead you to the 14th floor of another. The city is truly three-dimensional, and through the power of magitech, elevators and high-speed rail systems make travel much easier than one would expect. The primary mode of transportation is by foot, as horses tend to have difficulty traversing the city itself.

The second tier, or the lower city of Sabre, is unofficially considered to begin when the light from the noon-sun no longer reaches the ground. Much of Sabre can be found in old volcanic tunnels, crevasses, and old mineshafts. A system of ductwork, one of the first major improvement projects bestowed upon Sabre, keeps fresh air flowing into the tunnels. This system of tunnels itself is somewhat patrolled by Sabre police forces, and it is not unheard of for gangs to use them in order to get places quickly. Sabre has a reputation as the seedy underbelly of Chevalier, but most denizens of the second tier are simply trying to get by.

Personal magic is judged harshly and with extreme prejudice. While it is not illegal for a mage to reside in Dullahan, it is illegal for a mage to practice any personal arcana without express permission and governmental backing and a Mage's Collar. Powerful mages may be sundered for resources if they do not align themselves with the council of Dullahan's needs and wants, and any mages taken into custody are given this choice. Even with those permitted to be mages within the city, it is rare that magic is allowed use. Most preferable are the practices and theorems, which are used to great effect to allow the wonderful technology that makes Dullahan work. Artificers, Arcanicists, and other users of the practices are held in regard as a necessary evil in Dullahan.

Anyone caught practicing personal magics inside Dullahan will be Sundered or collared, no exceptions. Mages are treated as tightly regulated living "weapons." If they act out of order, the collar can be detonated remotely. It's made with an Ascended Carraig Cantrip, so Terra mages can't influence its metal. It is unknown if anyone has managed to remove the collar, but the spread of any information of any such instances would be tightly controlled by Dullahan's government.
